Question, fab work on a bobber project?

I've been looking at people online creating bobbers. Most are hard tail conversions. I have never modified a bike so bare with me if this sounds stupid. What is stopping people from either welding the shocks so they can't move or better yet putting steel in place of the shocks? Could I get away with that?
